A disqualified e-scooter rider was apprehended by police, after ditching his dog, who showed officers where to find his disgraced owner. Charles Foy, of Beaconsfield Road, Runcorn, was riding an e-scooter, a vehicle that cannot be insured and is illegal to use on public roads, with two dogs running alongside him.
