The National Hurricane Center has only a slight 10% chance for the Gulf low near the SE Texas coast to develop, so it's not impossible. But the system is not expected to get upgraded over the next two days since it will have limited time over the warm waters of the Gulf.

Another stalled front will bring heavy rain to Florida and other parts of the Gulf Coast. Meanwhile, extreme heat takes hold of the central U.S. as rounds of storms fire up across the northern Plains and Midwest.
