A federal appeals court has reversed a lower court's ruling, clearing the way for the Trump administration to cut billions in foreign aid funding this year.

A federal appeals court handed President Donald Trump a victory on Wednesday. The court ruled the administration can continue to freeze or terminate billions of dollars that Congress approved in foreign aid.

In a 2-to-1 vote, a federal appeals court panel ruled that foreign aid groups that sued to recover funds that President Trump froze cannot challenge the decision.
