It is, but the park is a private/public partnership, so they charge you an additional fee. We had our annual pass and it was $15 to enter, which is 50% off normal entrance fee.

It's an easy ride on the Colonial Parkway and tours leave frequently. Don't confuse Historic Jamestowne--a national park site--with Jamestown Settlement, which is a re-creation and is not part of the NPS, but does have interesting exhibits and activities for children and school groups. Both have excellent films and docents. Jamestowne (NPS) has a fascinating museum and you can speak with the actual archaeologists who are working to find out more about how the first settlers lived in this specific site. Not as part of the tour. You do get to go onto them and explore freely.
